Former TLC Chief Meera Joshi Joins Sam Schwartz

Meera Joshi has joined Sam Schwartz as Principal and New York General Manager.

“A global transportation leader with wide-ranging experience navigating technological and regulatory change, particularly in the taxi and for-hire-vehicle industry, Joshi is uniquely poised to help lead the firm amidst a shifting mobility landscape,” the company said in a statement.

As Chair and CEO of the New York City Taxi and Limousine Commission (TLC), Joshi spearheaded novel regulations, resolving challenges brought on by the rapid growth of rideshare services while simultaneously enhancing passengers’ safe access to a wide range of new mobility.

Under her tenure, New York became the first city in the nation to mandate the reporting of granular trip data from large app operators like Uber and Lyft. Much of this information is now publicly available and an invaluable asset for transportation planners.

In a global first, she led the development of a regulatory framework protecting the wages of the city’s 80,000+ app drivers. This now serves as a model for other jurisdictions. She also led the nation’s largest accessibility initiative, providing passengers who use wheelchairs reliable travel options in taxi and app services.

Most recently, Joshi has been a visiting scholar at NYU’s Rudin Center and a policy advisor to Remix. Before being appointed Commissioner, she served as TLC’s Deputy Commissioner for Legal Affairs and General Counsel, and as an executive manager at NYC’s Civilian Complaint Review Board and Department of Investigation.
